Makoto's regular outfit has been said to look like she was going to a rave/club, and people tend to associate parties and the club scene with slutty behavior for some reason. So, anyone, especially girls, who participate in that scene are considered more slutty. But, swimwear, even the skimpier ones, don't tend to be as associated with that behavior as much, and as such are not seen as slutty as partiers/clubbers/ravers, which allows more daring outfits to be more permissible in certain public spaces, theoretically.
